Where to sell: retail channel targets
Research date: 2026-11-05. Chain policies marked VERIFIED have a current listing or press release, DATED means the only evidence is 2+ years old, UNVERIFIED means no source found. Several official pages (mass.gov, faire.com support, businesswire, rangeme help) blocked automated reads, so those are summarized from search excerpts and should be re-read by a person before relying on them.
0. Read this first: four compliance facts that shape the whole list
| # | Issue | What it means for Bagel & Butters | Source |
|---|---|---|---|
| 1 | Massachusetts bans the sale of animal food/treats containing any hemp. MDAR/DPH policy (2019, updated Oct 2021) lists "animal feed with hemp" among products that cannot be sold in MA; the Cannabis Control Commission's Oct 10, 2023 bulletin repeats that licensed dispensaries cannot buy or sell animal food/treats containing any hemp. Westfield News found pet stores selling CBD dog treats anyway, in a grey zone. | A MA-made CBD dog treat cannot be sold legally at retail in its home state (pet stores, dispensaries, farmers markets, MA craft fairs) under current policy. The in-state plan should be DTC-from-MA-to-other-states plus brand awareness, not MA shelf placement. Prioritize NH, CT, RI, ME, VT, VA, the Southeast and national e-commerce. Manufacturing in MA also has to use hemp from an MDAR-licensed producer/processor. | masscannabiscontrol.com bulletin; mass.gov MDAR policy; WBUR; NEPM; Westfield News |
| 2 | Federal hemp redefinition. The Nov 2025 appropriations law redefines hemp to use total THC and caps final products at 0.4 mg total THC per container; a synthetic-cannabinoid ban starts Nov 12, 2026, and the total-THC/0.4 mg cap was pushed by the FY2027 CR (P.L. 119-103) to Dec 11, 2026. Industry lawyers estimate 90%+ of full-spectrum CBD products fail the per-container cap. | A 30-count full-spectrum bag will almost certainly exceed 0.4 mg total THC. Build on broad-spectrum (THC non-detect) or isolate, size containers so total THC stays under 0.4 mg, and put the COA on the sell sheet. Retail buyers in Dec 2026 will be asking exactly this. | everycrsreport.com LSB11496 (Oct 28, 2026); Vicente LLP; DLA Piper; Scarinci Hollenbeck |
| 3 | Virginia: hard 2 mg total THC per package cap since Aug 15, 2026 (the 25:1 CBD:THC exception was removed). | VA shelf product must be under 2 mg THC per package; the federal 0.4 mg rule is stricter anyway. | cannabisbusinesstimes.com; WDBJ7; WTVR |
| 4 | Connecticut reclassified hemp products (PA 24-76, effective Oct 1, 2024): anything over 0.5–5 mg THC/container is dispensary-only, age-gated. Non-intoxicating CBD pet treats appear to sit outside that, but no CT guidance on pet products was found. | A THC-non-detect treat should be sellable in CT general retail; confirm with CT DCP. | JD Supra; Mondaq; CT OLR 2026-R-0019 |
Also: FDA/AAFCO still say CBD is not an approved pet food/treat ingredient and FDA has sent warning letters to 13 CBD pet companies for medical claims. The industry workaround is to market as an animal supplement with the NASC Quality Seal (Charlotte's Web, Pet Releaf, Green Coast, Holistic Hound all carry it) and zero disease claims. Chewy's own listing copy tells shoppers to look for the NASC seal.
1. Channel taxonomy (22 retailer types)
Margin shorthand: keystone = retailer buys at 50% of MSRP. Treats are a discretionary impulse category, so keystone is the floor; independents target 45–60% on treats; a healthy indie runs 38–48% blended. Distributors take a further 20–30% off the brand's price.
| # | Channel | Why they'd carry it | Margin expectation | How to pitch | Named examples (NE/CT/VA/SE first, then national) |
|---|---|---|---|---|---|
| 1 | Independent pet boutiques / natural pet stores | Core channel for premium functional treats; staff sell on story, local, 3-size fit. Pet Releaf, Holistic Hound, Austin & Kat, Suzie's all built on indies. | Keystone (50%); expect 45–60% on treats. Low MOQ (6–12 units) and free first-order shipping win. | Walk in with samples + COA + NASC/insurance; opening order of 1 case per size; counter display; ask for a demo day. | MA (DTC/awareness only): Fish & Bone (Boston), Polka Dog Bakery (South End), Paws on Charles (Beacon Hill), D'Tails, The Natural Dog (Newburyport/Middleton, stocks Austin & Kat CBD), Hot Diggity (Mashpee/Hyannis). CT: NorthPoint Pets (Cheshire), Pet Pantry Warehouse (Greenwich/New Canaan), The Natural Pet Outlet (Monroe/Bridgeport, lists CBD treats), Perfectly Spoiled (Milford), Mystic Pet Shop. VA: Animal Connection (Charlottesville), Dig (Richmond), Fido Park Avenue (Richmond), Dog Krazy (Richmond, 3 stores). SE: Phydeaux (Raleigh), Unleashed (Raleigh/Cary/Wilmington), Pawtique and 4 Paws Holistic (Charlotte), Canine Café (Charlotte). |
| 2 | Regional natural-pet chains that already stock CBD (Southeast) | Already have a CBD planogram. | Keystone via distributor (Phillips/Pet Palette); brand nets ~35–40% of MSRP. | Go through the distributor they already use; bring velocity data from indies. | Pet Supermarket (225+ stores, FL/SE; promotes Pet Releaf CBD, VERIFIED). Woof Gang Bakery & Grooming (450+; franchise site lists CBD, VERIFIED). Hollywood Feed (100+ stores, UNVERIFIED on CBD). |
| 3 | National pet chains that accept CBD | Scale; slow, planogram-driven, require NASC, insurance, EDI. | Chains buy at 50–60% off MSRP plus slotting/promo; realistic net 35–45% of MSRP. | Only after regional velocity. Lead with THC-non-detect COA and NASC seal. | Tractor Supply / Petsense – VERIFIED: VetCBD, Green Coast Pet, Hemp Well, Zesty Paws Hemp Elements+CBD; Kradle in 1,400+ stores. Pet Supplies Plus – VERIFIED: Kradle in 430+ stores. Petco – PARTLY VERIFIED: Hemp Well on Petco.com; Kradle calming in ~1,300 stores (Apr 2026); vendor onboarding via TradeBeyond. PetSmart – DATED (Mary's Tails 2021, then class actions). Chewy – VERIFIED: Charlotte's Web, Pet Releaf Edibites, Super Snouts, VetriScience hemp; apply via Chewy Partner Hub. Pet Food Express (CA) – VERIFIED: Treatibles. Kriser's / Chuck & Don's – DATED. Mud Bay – UNVERIFIED. |
| 4 | Smoke shops / vape shops / head shops | Highest CBD familiarity, cash-and-carry, impulse pet add-on; Hemp Bombs, Koi, CBDfx already sell pet lines here via CHAMPS. Weak on pet education. | Expect 50–60%+, often via jobbers; price the smoke-shop SKU at full MSRP to protect pet-store pricing. | Sell-sheet + counter display + "dog-mom" POS; attend CHAMPS; regional smoke-shop distributors; cash on delivery. | No chain names verified. Work the CHAMPS exhibitor list and regional distributors. VA/SE smoke shops are heavy CBD sellers post-2026 THC cap because THC-A products were pulled. |
| 5 | CBD dispensaries / hemp stores | Educated staff, already carry pet tinctures. | 50%; many are single-brand. | "The only treat with 3 dog-size doses"; sample packs. | Your CBD Store / Sunmed carries only Sunmed, not a target. CBD American Shaman own-brand. Target independents: LNK CBD, CBD Relief CT, Harbor Hemp. MA cannabis dispensaries are barred from hemp animal treats. |
| 6 | Farm & feed / tack stores | Rural dog owners, high-trust staff, already sell Hemp Well/Pet Releaf/Suzie's. | Keystone; co-ops sometimes 40–45%. | Walk-in to independents; co-op HQ buyer for chains. | Cheshire Horse (Swanzey NH, VERIFIED: Super Snouts, Austin & Kat, Green Coast CBD). Klem's (Spencer MA, VERIFIED Suzie's CBD). Tractor Supply (see #3). Agway, Southern States, Blue Seal, Dodge Grain: UNVERIFIED. |
| 7 | Groomers, dog daycare, boarding | Calming use-case is built in (drop-off anxiety, nail trims). | 40–50%; consignment accepted. | "Calm before the groom" counter card; trial case on consignment; staff sample program. | Dogtopia (Geneva IL location sells THC-free hemp CBD, VERIFIED single location). Camp Bow Wow UNVERIFIED. Local: Pawsh Dog Boutique & Salon (Boston), Richmond Rascals (VA), Woof Gang. |
| 8 | Veterinary clinics & holistic vets | Credibility, but legally sensitive. AVMA (Apr 2025) stays cautious; recommending is fine, selling in a vet office likely violates the FFDCA. | 40–50%, usually via Covetrus/MWI. | Don't lead with sales. Offer COA, dosing chart, NASC status; ask integrative vets (AHVMA) to recommend and refer. | AHVMA-listed integrative practices in NH/CT/VA. |
| 9 | Gift shops, boutiques, "Made in New England" stores | Giftable packaging, 3-size story, local-maker angle. | Keystone, sometimes 2.2–2.5x. | Gift markets (Atlanta Market Jan 12–17, 2027; NY NOW) and Faire for the non-CBD SKUs only. | Paws on Charles (Boston), Pawprints Boutique (Charlottesville). MA gift shops blocked for the CBD SKU. |
| 10 | Garden centers / nurseries | Pet departments, dog-friendly weekends; seasonal (July 4, thunderstorm season). | Keystone. | Seasonal "fireworks calm" endcap; local-maker signage. | Mahoney's, Weston Nurseries (MA, awareness only); NH/CT nurseries. |
| 11 | Dog-friendly breweries & taprooms | Dog-first culture, merch counters, "Yappy Hour" events. | Consignment or 40%; low volume, high brand value. | Co-branded event + treat tasting; 12-pack counter box. | MA Brewers Guild lists ~50 dog-friendly taprooms: Navigation, Vitamin Sea, Couch Dog, Widowmaker, Granite Coast (MA = events/sampling only). CT: Bad Dog Brewing (Torrington), Triple Raven. |
| 12 | Coffee shops / cafés with "pup cups" | Impulse, counter display, local. | Consignment or 40–50%. | Small counter jar + QR to buy online. | Use Bring Fido lists per town. |
| 13 | Hotels, inns, Airbnb hosts (pet-friendly) | Welcome-amenity kits; calming treat for travel. | Buy at wholesale as amenity, or gift shop at keystone. | Pitch GM/concierge; "pet welcome kit" with the small size. | Kimpton, Loews "Loews Loves Pets" (unverified for CBD); Cape Cod and Vermont inns via Bring Fido. |
| 14 | Hardware stores (Ace, Aubuchon, True Value) | Independently owned; many have pet aisles. | Keystone. | Owner-by-owner; bring a 12-ct shipper. | Ace policy: UNVERIFIED. Aubuchon: unverified. |
| 15 | Natural food co-ops & health food stores | Already sell human CBD. | 40–50%. | Wellness buyer, COA, clean label, NASC. | River Valley Co-op (MA, blocked), Cambridge Naturals (MA). Target NH/VT/CT co-ops (Willimantic Food Co-op, Hunger Mountain, Littleton Food Co-op, unverified). |
| 16 | Farmers markets & craft fairs | 100% margin, sampling, email capture. | You keep retail. | 3-size display, dog "sample bar." | MA: not allowed. NH/VT/CT markets: check each market's rules. |
| 17 | Dog trainers | Calming/focus use-case; they recommend, sometimes resell. | Affiliate (10–20%) or wholesale at 40–50%. | Trainer referral code; "reactive dog" protocol sheet. | Recruit via APDT/IAABC directories in NH/CT/VA. |
| 18 | Doggy bakeries / treat shops | Three Dog Bakery already sells a 5 mg CBD "Barkin Brownie Bite." | Keystone. | "Add a functional line without baking it yourself." | Three Dog Bakery (35 bakeries), Polka Dog (Boston), Canine Café (Charlotte). |
| 19 | Subscription boxes | Volume, but CBD is excluded by the big ones. | 50–70% off MSRP. | Smaller/premium boxes only. | BarkBox: no CBD. PupBox (Petco): UNVERIFIED. |
| 20 | Online marketplaces | DTC scale. | Marketplace fees ~15%. | See §2. | Amazon: prohibited. Etsy: prohibited. Chewy: allowed as curated vendor. |
| 21 | Wholesale marketplaces | Low-touch retailer acquisition. | See §2. | See §2. | Faire (topical-only), RangeMe, Bulletin, WholesalePet.com. |
| 22 | Pet-specialty distributors | The gateway to thousands of indies and to chains. | Distributor buys at ~30–35% off your wholesale. | Pitch at SuperZoo/Global Pet Expo with velocity data. | Pet Food Experts (RI; NE indies; carried Holistic Hound CBD). Generation Pet (Baltimore; Mid-Atlantic + NE; Pet Releaf). Phillips Pet Food & Supplies (national; Charlotte's Web, Treatibles; MA warehouse). Pet Palette Distribution (MD; Kradle). Animal Supply Co. (UNVERIFIED). |

4. One-page cold walk-in pitch
Before you go: pick stores outside MA; check the state THC rule; carry a product liability insurance certificate that covers CBD.
Bring (fits in one tote):
- Samples of all 3 sizes + a 6-pack trial case you can leave.
- One-page sell sheet: brand story (MA-made, small batch), the 3-size/3-dose logic, ingredient panel, mg CBD per treat and per bag, "THC non-detect / under 0.4 mg total THC per container" line, NASC status (or "application in progress").
- Current COA (potency, pesticides, heavy metals, microbials) with QR code on the bag.
- Pricing/margin sheet: MSRP | wholesale (50%) | case pack (6) | MOQ (1 case per size, mix allowed) | free shipping over $X | reorder lead time | MAP policy. Show the retailer's gross dollars per bag, not just %.
- Counter display or shelf talker, QR to a retailer-locator page.
- Order form / card link so they can buy on the spot.
The script (3 minutes): "Who buys your calming chews now, and what do you wish they did better?" → show the size-by-dog-weight logic (it ends the "how much do I give" question that stalls CBD sales) → hand over the COA → "Opening order is one case per size at keystone, free shipping, and if a size doesn't move in 60 days I swap it." → ask for the order or a demo date.
Consignment vs wholesale, decide per store:
- Wholesale (prefer): store pays up front; net-30 after ~$2–3k history. Use for pet stores, feed stores, smoke shops.
- Consignment: store pays after sale, ~50/50 split; you own the inventory. Use for breweries, coffee shops, groomers, daycares, and nervous first placements. Put it in writing: count sheet, 60-day review, who covers shrink.
- Guaranteed sale: wholesale terms with a swap at 60–90 days; the middle path most indies accept.
Objections to pre-empt: "Is it legal?" (COA + THC compliance line + state rule); "Will it get dogs high?" (THC non-detect); "Is it FDA-approved?" (no CBD pet product is; it's sold as a supplement, no disease claims, NASC); "My distributor doesn't carry you" (offer direct until Pet Food Experts/Generation Pet pick it up).
5. Top 10 quickest wins
- Independent natural-pet stores in NH, CT, RI, ME, VT (walk-in, keystone, 1-case opening order). Start: NorthPoint Pets, Pet Pantry Warehouse, Natural Pet Outlet (CT); Cheshire Horse (NH).
- Groomers and daycares (consignment, calming use-case).
- Independent feed/tack stores in NH/VT/CT/VA.
- Dog bakeries / treat boutiques (Three Dog Bakery precedent).
- Independent CBD/hemp shops in CT/NH/VA (skip the single-brand franchises).
- Smoke/vape shops via CHAMPS Fort Lauderdale (Nov 17–19) or Las Vegas (Dec 10–13, 2026).
- Virginia indie boutiques + Richmond/Manassas consumer expos.
- Chewy Partner Hub application (slow, but the only large marketplace that lists hemp CBD pet products).
- Pet Food Experts / Generation Pet distributor pitch at Global Pet Expo (Mar 17–19, 2027).
- Tractor Supply / Pet Supplies Plus vendor applications (both have a live CBD pet set).
Deprioritize: Amazon, Etsy, Faire (CBD SKU), BarkBox, Massachusetts brick-and-mortar of any kind, MA dispensaries, vet-office resale.
